I was told to submit to corresponding folders, but you won't let me choose when I press "contribute to the gallery", there's no drop-down list on click and the only option available is featured! 
Ignore that, I added it to the folder for you, but in the future all folders should be open to submit to now

I checked the settings and what seems to be happening is the featured folder was set as subject to vote for non members, but everything else was straight up not allowed. I don't have a problem setting it to vote permissions for submissions for now though, can you try again and let me know if it works?
You know your "Help Request" folder isn't able to be submitted to
